UNAIR NEWS Sexual violence cases do not only happen in urban areas, but they often also happen in remote regions. Furthermore, sexual violence also often covered in the news. Regarding this phenomenon, as a policy maker, Indonesian Regional Representatives Council (DPD RI) especially Committee III, held a seminar to review validity sexual violence eradication draft bill in Kahuripan Hall Campus C UNAIR on Thursday July 21.
In the seminar, Dr. Muhammad Madyan, S.E., M.Si., M.Fin, as Vice Rector II UNAIR said that sexual violence which is even breaking out violently in digital era should get more attention, even from the academic community.
淗opefully UNAIR can be part of the solution of social problems related to sexual violence, he said.
Drs. Hardi Selamat Hood, M.Si., as the Head of Committee III DPD RI explained that sexual violence cases happen in many regions of Indonesia have gotten considerable attention from the council for a while. He emphasized that validity review on the draft bill which is already included in National Legislation Program is hoped to be enacted soon.
淭he authority to enact a law is in the government, but we are trying to push the government so that the draft bill we are reviewing can be enacted this year. At least in November, he said surely.
In the discussion forum during the seminar, DPD expert staff, Fatkhurozi elaborated the importance on the sexual violence eradication law. The effect of the crime is physical and psychological, but it also affected the social, politics and economics of the victim and family. Moreover, it also threatens the life of the nation and as a country.
In response to it, the Head of Women Study Center UNAIR, Prof. Dr. Emy Susanti, dra., MA, explained that to draft a law should not see one aspect only. For her, it is important to consider many aspects related to application in reality.
淭he law must be enforced so that it accommodates all aspects, social, politics and culture, said the lecturer of FISIP UNAIR.
Adding Prof. Emy檚 statement, UNAIR legal expert, Toetik Rahayuningsih, SH., M.Hum., LLM., said that in drafting a law, previous laws must be put into considerations as well as fundamentals of law such as justice, assurance and expediency.
淚n drafting a law, it must be reviewed whether new draft bill is really needed or whether it should be better included in the existing law if the existing law deemed inadequate, said the legal expert.
The last expert in the seminar, Prof. Dr. Dra. Hj. Istibsjaroh, S.H, M.A., a lecturer of UIN Sunan Ampel emphasized the importance of explaining some articles with unclear meaning.
淒eeper explanation related to the law is needed as social change and phenomenon related to this violence cases are keep developing, she said. (*)
