UNAIR NEWS Universities have an important roles to support open government. Agie Nugroho Soegiono, young lecturer of State Administration Department, Faculty of Social and Political Sciences said that Indonesia currently makes significant efforts towards open government, called Satu Data Indonesia(One Data Indonesia).
The data and information from the government is only raw material so it cannot be read easily by the public. However, the academics in universities can decode the data so it can be used by the stakeholders.
淭here was a shift called close by defaultwhich becameopen by default. The government has some regulation supporting the implementation of open government. We (Indonesia) have the freedom of expression because in 2008 we got public information openness. It means that all government agencies should publish data or information to the public, said Agie UNAIR News.
The government initiation towards open government was strengthened by Indonesia檚 involvement with the other seven countries to establish Open Government Partnership (OGP). The seven countries are the USA, Brazil, Mexico, England, Norway, South Africa, and the Philippines. Agie said that Indonesia needs to learn from the developed countries related to open government implementation.
One of the results is information retrieval which does not have to use mail, wait, and get results.They are available withinteroperableor operable data such as raw data that can be re-analyzed.
Agie said that even now Indonesia already has acomplaint handling systemthat allows public reports to be recorded.Its function is to see traces of complaints from the public to the government.Such as, to whom the complaint was filed, to what extent, and how the government responded.
“From there the complaints will be more organized.We have numbers ofreportsthat can be traced to providefeedback, “he said.
Since 2012, the government has an aspiration of public complaints service called Public Aspiration and Complaints Online Service (LAPOR!).The government is currently making the effort to formulate regulations related to One Data Indonesia.This effort is made considering the government does not yet have a specific definition of something that is meant by ‘data’.
“Public information disclosure is related to data information that has been processed.While we ourselves have not had a definition in accordance with the legal basis.As a result, when people ask for information relating to data in the government, there are all sorts of data, “said a graduate of University of Edinburgh, UK.
Are all the efforts of the government towardsOpen government heading towards a good thing?According to Agie, the government’s efforts are quite directed to it.However, only a few local governments are implementingopen government听.
In addition,open government islike a double-edged sword.Inaccurate information to be shared with the public may be exploited by parties with certain interests to counter to the government.
“A series of video publications conducted by the provincial government by Ahok, for example.That’s one form ofopen government听.Perhaps the opposition will see it as a decoy, a way to overthrow the ruling government, “he said.
However, many local governments have implementedopen government.For example, regency government of Bojonegoro was selected to represent Indonesia as a pilot area in the “Open Government Partnership (OGP) Sub-national Government Pilot Program” or an Open Government Pilot Program in April 2016.
Bojonegoro regency equals parallel with developed cities such as Paris and London to implementopen government.
