UNAIR NEWS – The Dean of Faculty of Medicine UNAIR, Prof. Dr. Soetojo, Sp.U, said that there are several aspects which should not be overlooked by government in regard to Presidential regulation number 4/2007 about medical specialist compulsory practice (WKDS). The statement was made during the House of representative Commission IX RI specific visits on Friday (24/3).
First thing which need to be managed is medical specialist placement system. In the presidential regulation stated that the practice last for at least a year. Meanwhile, Soetojo suggested the government to ensure the working medical specialist when their assigned practice ends.
淭he replacement system also needs to be paid attention. There should be regulated placement system. How to manage the placement remained for a year and there are replacement doctors, said Soetojo.
Besides, the welfare aspects also need to be considered. The incentive for the medical specialist is Rp 20 Million to Rp 80 million per month from government but they are only holding one medical license (SIP). A medical license can only be used in one workplace. According to Soetojo, the incentive given is not enough.
淛ust imagine when they are there (in disadvantaged area), they only use one SIP. How can they live, it檚 not enough for living. Previously mentioned that the salary is 30 million rupiah. It檚 not enough, meanwhile the SIP is only one. Now, we already have three SIP. Actually, it檚 still a human rights violation. We shouldn檛 do that, Soetojo said.
Another aspect which also needs to be considered is fairness. The urology professors of Faculty of Medicine UNAIR said that in facts there are people doing everything they can to avoid the placement in the disadvantaged area. Thus, he required the government to guard the policy of supplying medical specialist to disadvantaged area to run well as expected.
淭he most important thing is fairness. In facts, like doctor Ribka (member of Comission IX DPR RI) said, some paid Rp 100 million in order to be placed in Jakarta. That檚 a fact, don檛 let it happen again. So, the placement system should be guarded perfectly, Soetojo said.
The head of Internal Medicine department of FK UNAIR, Dr. Poernomo Boedi, Sp.PD, K-GEH, said the security aspects also required. 淭he security of occupational profession is needed, because when it is below the standards. The doctors are responsible for all. For example, when they were lack of medical tools and something harmful happened, it檚 fatal, Poernomo said
Poernomo suggested government to manage the work hours of the medical specialist. 淒octors are not superman. Don檛 let them work for 24 hours like firemen. even firemen work in shift, he said.
