UNAIR NEWS –Opened with Gandrung Banyuwangi dance performed by FEB UNAIR students, Human Resources Development Forum was a scientific event to formulate solutions to various problems, especially in the field of human resources.The event was initiated by Human Resources Development Program (PSDM), Postgraduate School, UNAIR.
“The goal is to contribute to society, this event is expected to be able to formulate ideas for local government in developing human resources.Not only local government, but also human resources in East Java.Because we know that SDM becomes a success, “said Dr.Windiarto, SE, MSC.
Windiarto, who is also the chief of the event, said that many of the students of PSDM are from civil servants.With this background, the HRD forum addressed with a theme of “E-Performance Processing and Supplementary Employee Income for Performance Improvement” by inviting experts from bureaucracy and BUMN.
“E-Performance means that employee performance can be measured by automation.Employee discipline can be measured by the presence rate using fingerprints or measurements based online based, “he explained.
Furthermore, Win also stated that for the bureaucracy, they can be observed from the constraints and benefits of the application of Supplementary Income Employees (TPP).
“For BUMN (state owned enterprises) we referred to those who have implemented it so later it could be a reference for local government in its application,” said Win.
Win added that the seminar is part of research on TPP in East Java.The results will be analyzed with the results of the seminar to be written in the form of a journal.The addition of employees cannot be done currently in a major district or city in East Java.
Involved in the study, Purwati Ayu Rahmi explained, there is a positive relationship between performance benefits with employee performance in the bureaucracy.Surabaya for example, the service is improving and it can be seen from the satisfaction of society and shown discipline.
“The bureaucracy replicate a bit from the public sector and the state-owned enterprise that has already replicated the private system,” said the fourth semester student of the department of PSDM UNAIR. Win added that the commitment from the leadership has not been shown.APBD is still small and using this system may favor certain officials.
“This is an obstacle as there are still many districts or cities that have not implemented this.From this kind of forum, ideas are formulated so all districts can apply e-performance, ” Win stated.
