UNAIR NEWS Enhancing the global impact of scientific publications remains a central focus in the advancement of national research. In support of this goal, Institute for Innovation, Journal Development, Publishing, and Intellectual Property Rights (LIPJPHKI) partnered with Editage to host the Indonesia Research Summit 2.1 on Tuesday (July 8, 2025). The academic forum was held successfully in the Majestic 3 Room at Harris Hotel, Gubeng, Surabaya.

The summit was attended by national experts, research office representatives (LPPM) from various universities in and around Surabaya, and Vice Deans III from all UNAIR faculties. The event aimed to share strategies for impactful scientific publishing and to explore technological innovations that enhance research productivity, academic visibility, and inter-institutional collaboration.

Joining virtually via Zoom, Prof. Apt. I Ketut Adnyana, M.Si., Ph.D., Director of Research and Community Service (LITBANGMAS) at the Directorate General of Research and Development under the Ministry of Higher Education, Science and Technology opened the forum by outlining national policy directions designed to raise the competitiveness of Indonesian scientific research.

He emphasized that research must be managed through two main pillars: publication in reputable international journals and the downstream application of research into value-added products for both communities and industries. These efforts, he said, should ultimately translate into meaningful community engagement.

Prof. Adnyana also highlighted the current state of academic publications in Indonesia, noting that while over 13,000 nationally accredited journals are listed in the Sinta database, most remain at Sinta 5. 淲e lead in quantity compared to other ASEAN countries, but our citation rate remains low. Beyond volume, we must work on improving journal quality. Ideally, more national journals should move up to Sinta 1 or 2, or even be indexed in Scopus Q1, he said.

He also underscored the importance of ethical standards and academic integrity, especially in response to the Research Integrity Risk Index (RI虏), which recently categorized Indonesia as high-risk due to the large number of publications in non-credible journals. 淭his is a wake-up call. We檝e begun filtering measures, but we must ensure that valid research data don檛 end up in disreputable journals, he cautioned.

The second session featured Prof. Dr. Eng. Agus Haryono, Deputy for Research and Innovation Facilities at BRIN (National Research and Innovation Agency), who discussed the importance of developing a research ecosystem that supports global impact. He emphasized that 70% of research success comes from human resources, followed by 20% from infrastructure and 10% from funding.

淥ur publication numbers are rising, but citation rates remain stagnant. This shows we need to improve research quality and choose the right publishing platforms, Prof. Haryono explained.

He also introduced the National Scientific Repository, an initiative by BRIN to promote open access and increase the visibility of research output. All grant recipients are now required to submit a data management plan, ensuring that research data is securely stored and accessible for scholarly use.

淎 strong repository boosts the credibility and impact of research, while accelerating citations, collaboration, and future publications, he concluded.
