UNAIR NEWS–Human developmentin Sampang Regency should be given attention as it is the third lowest in Indonesia. It demands changes. The government has to think of how to improve the human resources as from 2006 to 2010, government program was done in Sampang, but it did not show any significant improvement.
It was stated by Dwi Astutiek, S.Ag, M.Si., in her open doctoral exam in Postgraduate school, 51动漫 on Monday, February 6. Indonesian Minister of Youth Affairs and Sports was attending for the occasion.
In the end of the exam, the examiners of Human Resources Development doctoral program of Postgraduate School UNAIR stated that Dwi Astutiek was graduated with 榁ery Satisfactory result.
According to promovendus, Dwi Astutiek, in Sampang there is an extraordinary phenomena which can be related to Human Capital theories as the government had offered education perspective. 淭he phenomena actually can be changed, but it is not as easy as we thought, said Dwi Astutiek.
In her research, the woman born in Madura presented that some problems in Sampang have not been able to deal with are from social, religion and infrastructure sectors. The people do not have access to get infrastructure and facilities they expect. Therefore, most children study in mosques and other religious places near their houses.
In presence of the examiners, she also revealed the influence of a religious leader charisma. A 榢iyai in Madura and also in Sampang has great influence to people檚 life such as when he promotes children to study in Islamic boarding houses. Most of children there have been sent to Islamic boarding school early on.

滲esides, there is a religion trap which encourages them to marry early on, so in Sampang, children at 12 to 13 years of age are married, some even in class IV elementary school, said Dwi Astutiek.
She also said that Human Resources in Sampang empowerment in Sampang should be done at the same time, personally and generally.
Answering the Minister Imam Nahrowi question on how the religious community in Madura or in Sumenep and how Madura can be a province, promovendus answered that the main problem is in the resources.
