UNAIR NEWS National Executive Board (DPN) Association of Indonesian Procurement Organizer (IFPI) held a national seminar for two days, Friday and Saturday, 24-25 March 2017, at Garden Palace Hotel Surabaya. The seminar was held to commemorate the First IFPI Anniversary, which was indeed born in 淗eroes City Surabaya. Back then, Airlangga檚 Procurement Service Center was one of the pioneers in IFPI establishment.
Chairman of Procurement Service Center (PLP) UNAIR, BambangSuheryadi, SH., M.Hum., confirmed that PLP, which he headed last year, was one of the pioneers of IFPI establishment, set up in May 2016 as a professions organization. So far has been acknowledged to often hold supplies/service procurement trainingsattended by participants from various government agencies.
滵ue to their roles, some SDM PLP UNAIR become part of DPN IFPImanagement.I, for example, sit as adviser and Drs. Moh. Imron, MM.,as deputy chairman, said BambangSuheryadi,a lecturer at Faculty of Law UNAIR.
Moh. Imron in this occasion acted as chairman of the seminar檚 organizer board.The seminar was opened yesterday by Chairman of Government檚 Policy Board for Supplies/Service Procurement (LKPP) Dr. Ir. Agus Prabowo, MA. The seminar was attended by 160 participants from various deputies of agencies, ministries, provincial government, district/city authorities, civil servants and other governmental authorities.
MohImron reported thatthe seminarwas entitled 淎ntisipasimasalahHukumdalam Proses PengadaanBarang/Jasa. The theme was chosen because in daily lives, law problems were prone to happen while we were doing our job. The seminar aimed to inform, educate, and promote professionalism of supplies/service procurement organizers. Speakers were from LKPP and IFPI. On Saturday (25/3) the seminar presented panelistsfrom KPK, BPKP, and Professors from Faculty of Law UNAIR.
漈ake 2016 APBN/APBD for example.From Rp 2.095 trillions, 40% of the budget was spent in purchasing supplies and service, and the other 60% for the salary of government employees and other expenditures. With such huge percentage, supplies/service activities play a very strategic role, said Moh Imron.
DPN IFPIGeneral Chairman, Tri WahyuWidodowhen answering unair.newsstated, the seminar was held to demonstrate to the organizers that supplies/service procurement in governmental agencies played a very significant role in supporting the government檚 development program. They are state apparatus, who, based on the Minister of Reform and Bureaucracy Regulation No.77/2012 concerning Functional Job as Supplies/Service Procurement Organizer and its Credit Amount, are given duties as the caretaker in providing supplies for the government.
Since Presidential Regulation No54/2010, added Tri Wahyu, LKPP as the governmental procurement policy agency has acted as base administration unit(Satminkal) and advised on how to rocket competence, professionalism of the caretakersand unite them into one profession union.
漈his is an instruction for LKPP to form a professions union. From now on, we hope IFPI will be acknowledged as the only functional profession agency in supplies/service procurement in Indonesia, stated Tri WahyuWidodo.
When asked about how IFPI was first established in Surabaya, Tri Wahyuexplained that all were started by those who were I charge of supplies/service procurement. They set up discussions through WA听(奥丑补迟蝉础辫辫), telephone, and SMS.They were felt united because they were all responsible for providing supplies/service in their work unit. They plunged into discussions because they were green, freshman. From then on, they united and set to act.
漊nity bears strength that檚 why we unite, and that was launched by our friends in Surabaya on 29 May during the Silatnas, said Tri Wahyu Widodo.
In this occasion, seven Regional Executive Boards (DPW) were inaugurated.They were: DPW of East Java, Cantral Java, South Kalimantan, Sulawesi, Jogyakarta, DKI, and Sumatera dan Riau DPW (Surau). In addition, Deby Sandra (West Sumatra) won the 2016 best procurement organizer. (*)
