It is why SAKIP was issued.SAKIP or Accountability Performance System for Government Institution is one of central government monitoring methods.Various possibilities of misuse from each institution are suppressed and minimized, including from state universities (PTN).
In this regard, state universities have an internal supervisory unit (SPI), a work unit tasked with providing oversight on the implementation of tasks within the institution.
In practice, there are many things that affect SPI’s performance.For example, the technical and non-technical constraints.Contributions and cooperation are needed between PTN to overcome them.

Front end control is for careful planning.Setting realistic targets is a very important point.Therefore, good technical planning skills are needed for all.
“If the planning is not appropriate, the budget may be reduced as an effect,” he said.
Prof.Nasih, regarding the procurement of goods and services, stated that the average absorption in universities was still around 40 percent when it is already in the eighth month.He said that it was also the effect of poor planning.
“In procurements, we often find a long process. It was not merely caused by actual procurement process but also due to poor planning, “he said.
Therefore, Prof.Nasih expressed his gratitude for the organization of the training program. It also reminded all parties to respond to the rapid technological advances nowadays.One of the responses can be from the utilization of technology to deal with the problems.
On the other hand, Inspector General of Kemenristekdikti Prof.Jamal Wiwoho, SH., M.Hum., in his speech acknowledged the complexity of SAKIP and the problems of procurement of goods and services.The forum is expected to provide enlightenment as well as guidance for all SPI throughout Indonesia.
